High ping spikes, 2,000-4,000ms, every 1-2 minutes, constantly

Use an Apple Time Capsule as a WAP usually - problem persists when plugged directly into modem as well.
Windows Firewall both on or off, problem persists.
Lights on router look fine - Up and Down solid blue, Internet solid green, link blinking blue
Cable enters apartment, goes through a splitter which leads to an outlet in this room with a cable coming out of it to the modem. Cabling has not changed in years, problem did not exist until a few days ago.
Xfinity Performance 25/5 (or something, I can't honestly remember what my advertised speeds are supposed to be, though the speed hasn't changed, it's just these constant micro-disconnects) - speedtest shows normal speeds, downloads will work at normal speeds though will stop and go stop and go.
