[Speed] Slow single stream upload but multiple streams is okay?

EDIT: Just to add a note here if you come across this issue and run out of options to have somebody check your the upstream SNR on your channels. You can't check the upstream SNR yourself as it's only available via the CMTS. A Comcast employee is the only one who can check this. In my case they located a unmarked drop that was causing ingress node. Likely the entire node was affected. So this is something I've noticed since moving to a gigabit plan. I have slow single stream upload but multiple streams it's okay. Single stream uploads will burst to 40 Mbps and then dip all the way down to under 1 Mbps. Normal speed tests will show all 40 Mbps without an issue. Doing tests with a wired Ethernet connection and no wireless. I did have somebody here check on my upstream SNR and said a upstream channel is dropping to 28dB SNR intermittently which COULD be the the cause. However, I think that could be an issue mixed in with upstream congestion. They checked again yesterday and reported it was 30dB SNR so hum. No packet loss however lots of TCP Duplicate acks. Download speeds are fine and you wouldn't notice any issues until you go to upload a file to say google drive, sftp, or a video to youtube etc. Trying to get a Comcast tech to come out and attempt to look into this is going to likely be impossible as they'll run a normal speed test and go Yep. I don't see a problem everything is okay.
