[Speed] Upstream problems on single thread - IPsec throttled?

Hi, I have just switched over from a comcast teleworker/business account, 12/2 mbps to a residential package 105/10. I was really looking forward to the 10 upstream to help with video streaming for my slingbox since i'm on the road a lot. Unfortunately when I tried it i was sorely dissappointed, i didn't notice any differences in quality. After a lot of testing I've found that I can't seem to get more than 2mbps per thread. If i run 5-10 threads I can hit around 10mbps, but it's just not happening on a single... which isn't enough to stream hd really... I've tested this in a few ways. I went to my parents house who are in the next town over, but on a different isp with a 50/15 service, and tried to send a file, 2mbps... I set up iperf and single thread 2mbps, if i bumped up the thread count to 5 i got around 7mbps, up to 10 i finally saw around 10mbps. So I did the same thing between me and a buddy of mine who has comcast, i figured maybe it's a peering issue between comcast and optimum, let's eliminate that. Same results. Also with my buddy on comcast we did a reverse test where he uploaded to me, and on a single thread he was able to push 10mbps to me... He's a few towns over on a different node I'm sure. Any thoughts? I've checked my router which is a 1u dell server with a 3ghz xeon running pfsense, more than capable of the performance. I plugged my laptop straight into the cable modem as well just to eliminate the possibility of a misconfiguration on myrouter. No Change.
