2) Before June 1, 2014 my D/L speeds have been random numbers just below 12Mb/s. I was paying for 25Mb/s. After June 1, 2014 my D/L speeds started coming back as either 8.35 or 8.36. I had a tech come out. He tested the signals at the pole outside the house and all signals were perfect. These speeds did not change when the modem was connected directly to the drop from the pole. He made some phone calls and had me upgraded from Performance 25Mb/s to Blast 50Mb/s and my download speeds increased to 16.71Mb/s exactly... it never changes. During all this, my upload speeds went from around 6Mb/s to around 2Mb/s.
3) This issue is constant... It never changes no matter what the time of day or night.

5) The modem is connected to my computer by a 6ft Cat5e cable
6) The only firewall I am aware of is the Windows Vista firewall with default settings.
My question is, are these download speeds indicative of some type of throttling by Comcast? If so, how do I get them to remove the throttling? If not, where do I need to look to change it?
