[Signals] How do these signal levels look?

I've had a couple of techs out the past couple of months for sync issues. The sync issues have gone away but my signal levels, how do they look? Does anyone know the name of the tool he used? He showed me the screen and it had 16? or 18? squares and inside of the squares was a circle with a dot in the middle with all these little dots all over the place. After the finished up the dots were closer to the one in the center and since then no issues. But still getting some t3 timeouts. Thanks! Line comes in off the street into a splitter(http://www.cableandwireshop.com/evo1-sp-4_cable_tv_antenna_4-port_coaxial_splitter.html) which feeds two modems. One activated and the other is just there to make sure the zoom modem was telling me the correct signal readings.
