[Speed] Will Periodically Experience High Ping Times and Slow Speeds

Quick summary: Even though I think it may have been happening for some time now, I just recently have noticed that periodically that I experience slow download speeds for about 30 to 60 seconds and then everything will go back to normal. I am currently using a Motorola SB6210 modem. I just recently upgraded my wireless router from a Linksys WRT54GL running DD-WRT to a new Asus RT-N66R running stock firmware that is up-to-date. I am pretty certain that the problem I experience was also present on the older WRT54GL. The Wi-Fi devices I use that are currently connected include: iPhone 6 Plus iPad 3rd Generation from early 2012 Roku Streaming Stick Netbook computer running Windows 7 Professional All of the above with the exception of the Netbook are connected to the 5GHz band with the new Asus router. With my old Linksys they were all connected to the 2.4 GHz band. My wired devices include: Desktop computer running Windows XP Pro Nintendo Wii U (connected with Monoprice Ethernet adapter) Sony Playstation 4 Microsoft Xbox 360 The device I primarily use to browse the internet, etc. is my iPhone 6 Plus. While more often than not, when I run the official speedtest.net app, or run speed tests from testmy.net or speedof.me, I get around 30 Mb/s down and 5-6 Mb/s up which is excellent for me. Ping time is usually between 31-37 ms to Plainfield, NJ. However, I have noticed that when browsing on my phone that it seemed to be taking a while for webpages to load. When this was happening, I quickly launched into the speedtest.net app only to see that my ping time was very high and my download and upload speeds diminished. Unfortunately when this problem occurs, it only seems to last 30 seconds to 60 seconds and everything will go back to normal without me having to do anything. It makes trying to test on any of my other devices quite difficult. Earlier I was able to run the same speedtest app on the iPad and saw that it too, was going slow for that brief period. When this problem does happen, the lights on my modem and router all look normal. To give you some ideas on the slow speeds here are what I have saved in the results of the speedtest app: Jan 19 4:20 PM 6.99 Mb/s down, 2.39 Mb/s up Ping 185 ms Jan 19 8:39 PM 14.66 Mb/s down, 1.35 Mb/s up Ping 518 ms Jan 19 8:39 PM 17.89 Mb/s down, 0.45 Mb/s up Ping 942 ms Jan 21 9:00 PM 5.82 Mb/s down, 3.15 Mb/s up Ping 1011 ms Jan 21 9:01 PM 0.07 Mb/s down, 3.40 Mb/s up Ping 997 ms Jan 22 12:45 PM 30.12 Mb/s down, 6.82 Mb/s up Ping 936 ms Jan 24 6:01 PM 14.64 Mb/s down, 0.07 Mb/s up Ping 873 ms A normal speed test is usually: Jan 24 6:02 PM 29.08 Mb/s down, 5.10 Mb/s up Ping 37 ms All of those were tested from my iPhone 6 Plus using the speedtest.net app going to Plainfield, NJ. As mentioned, I did notice that everything I went to on the phone that was using data was going slow, so it wasn't just related to a single or certain websites/servers. I was hoping to get some insight/thoughts as this is something that I cannot seem to easily replicate or troubleshoot. I don't think it is related to the wireless router as I am pretty confident this problem existed even with my old router. None of my devices ever actually lose a connection to the Wi-Fi and the signal strength is excellent. Is it possible what I experience ISP related somewhere away from my home or do you think it has something to do with my modem and/or wireless router? Thanks in advance for any help!
