Cancelling residential and business service tomorrow.

I have tried calling numerous times. My internet at both my residence and business (which im in walking distance of) is terrible. Pages/images load like I am on dialup. I also am constantly having to press refresh or the page wont load at all. Support reps keep telling me to reboot modem and delete browser cache. Is it really that hard to run a diagnostics on the facilities servicing my locations? I have U-verse as well at home and pages load instantly.
