[Business] Commercial Install

We have a business located in the middle of nowhere that we are trying to setup wifi access for our customers. We have Comcast at the office building but it is not ideally placed for setting up a wifi mesh network and they can't extend it from where it currently is. I spoke with a Comcast and they sent out someone to do a survey. I was told that based on the expected usage ($200/month) that Comcast would cover 1/2 of the expected $12K in cost to get internet line ran/Comcast installed at a more central location. In order to get Comcast to cover 100% of the cost - our monthly usage would have to be $400/month. We don't NEED a $400 plan... we would have to add every package under the sun to get to that monthly amount. The Comcast rep explained that as business customers, we have the option to increase/decrease our services at any point and as long as we signed up for an initial $400/month plan, Comcast would cover the construction cost and we could reduce our monthly plan to $200 after a 60 day period. The problem is that I can't find that information "increase/decrease services" in a form that I can provide to the decision maker in my office - and having a Comcast rep 'say it' is not going to fly. Anyone have any experience with this situation?
