These are the signal levels on my Dad's TM822G EMTA modem. Look pretty bad eh? It's on the first split coming off the line going into the house. The two TVs that were behind two additional splitters had begun to stop working intermittently until I put in an old single port active return for the TVs only. A tech was out this summer and did about a 1/2 day worth of work trying to improve his picture and the fact that some boxes would not work. It seems his problems have been getting worse with the cold weather.
The damn tech has a 2-way split on the outside of the house (no idea why he left it on the outside, no reason to) with one leg going off to the modem and one leg going to the two TVs (with another split for them) so I think I will get rid of that and replace it with a multiport amp or something that is inside the house and feeds all the devices.

I have given up on trying to get Comcast to fix their shitty signals and have just decided to do it myself. I cannot have my Dad lose phone service randomly. Any thoughts?
