[CustSvc] Can't get regular internet in apartment, only Comcast Business

I recently moved into an apartment near the downtown area of a major US city. AT&T only offers 768kbps, so I looked to Comcast. Long story short, Comcast won't let me sign up for their regular residential internet service, and will only let me sign up for the more expensive Comcast Business service. I've called them and tried to explain how this doesn't make any sense but they say the apartment isn't serviceable. When I ask why it isn't serviceable they say it's because my landlord hasn't given them permission to run a line to the apartment complex. I spoke with my landlord who has no problem giving them permission and communicated this information to Comcast multiple times. Each time they open a ticket and then when I call back a week later to check back in, they say that they haven't contacted my landlord because it isn't serviceable. Then the rep on the phone will reopen the ticket and the same process will happen all over again. All of the neighboring apartment buildings on the block have Comcast and it is on the telephone poles adjacent to my building. This has been going back and forth for about two months now. I tried contacting Comcast on Twitter via the @comcastcares account and explained the situation. The rep I spoke to on July 24 said he'd look into this himself and update me within 72 hours. A week later I'd heard nothing and asked for an update. He said it "was still being processed" and has since stopped replying to my messages. At no point have I been rude or mean to any of the reps I've spoken with so it's frustrating to be ignored like this. I'm seriously considering signing up for Comcast Business in order to get them to wire up my building, then saying I'm not satisfied within the first 30 days to get my money back, and then signing up for residential internet. Does anyone have suggestions on what I can do to get Comcast to start moving?
