[Speed] Congestion? Pattern of regular speed loss over the past month

Ugh, whenever something goes wrong with my Comcast connection, I dread it. Well over the past month, I have been facing random speed loss. Most of the time the connection is a solid 28mbps down, 5 up. But lately its been turning into a 10mbps or less down, 2ish up connection in the evenings - not consistently, but randomly! Something tells me this is local congestion of some type. I called Comcast (yeah like that does anything) and went through the usual modem reset drills each time it happened, they stated "no known issues in your area - do you want a tech visit?" Well, my modem signal levels are the same as before: [att=1] My modem is fed off of a leg of a PPC "X1 Splitter" Zero-Loss Splitter (amplifier, really.). Without the amp my signal levels are much worse (-7 to -10db downstream, nearly 52db upstream) but yes I do know that the amp only masks problems - a Comcast tech came up with this solution! My drop is only 20 or so feet to the tap, underground. Same old drop from 1994, it is RG-6. I could never get Comcast to replace it, let alone use a proper house box. Am I going to be trapped in support hell or will there be a resolution to this intermittent problem that crops up always when I need the full bandwidth of the connection? I miss direct support so much!
