[Speed] High Latency and Packet Loss - Tech Said They "WON'T" Do Anythin

I have had some packet loss and spikes of latency upticks for about 2 weeks. I had a tech come out last week -- he tested my modem and said it was the modem, not the line. I requested he replace with Comcast's to test again. Same problem. He then tested the lines at each split and said it leads him to the box outside. He then left, promising that he'd return to fix it the next day. So, next day comes and no one shows or calls. I then call Comcast and they say the ticket was marked as resolved. I schedule a new appointment for that afternoon. No one shows. When I call again that night, they say no scheduled appointment was set. GREAT! So I schedule for the next day: an all-day appointment. What do you know? Next day comes, and no one shows from 8am to 8pm. I chat online with a rep and they once again say nothing was scheduled. So I get pissy at this point and make sure someone makes an appointment and someone at the call center verifies it with me. They do, so I disconnect from line and chat. Next day, no one fucking shows up. Again. At this point, that's 4 missed appointments. I am irate. I call and go through all the steps of grief, mostly anger. Finally, after some failed experiences and hang-ups from supervisors, I get someone to schedule an appointment for today. They DID show today, but this is what happened: Guy comes, is extremely rude, and tells me nothing is wrong with the line. He then tests from the modem and sees packet loss. But because it isn't higher than 10% consistently, he REFUSES to fix it. Absolutely positively refuses. I overhear him when he's outside say, "I don't have time to deal with this," and "it's people like this that are too knowledgeable for their own good." I record it all. He lies multiple times. Ends up giving me his supervisor's number, which I will gladly share if it means an abundance of phone calls to him results in my issue being fixed. I haven't called him yet, but with the chat logs and recorded conversation with the tech, I can't fathom how what I've experienced doesn't alarm them. I've heard horror stories about CC, but I never dreamed that it could be this bad. Absolutely an abomination. What do I do? Any help here? I'd love if someone could help push this along in the public eye, not just for myself, but for the public because of how un-professional CC has been through this whole thing. TLDR; After 5 long days of missed appointments and promises, I am refused a fix because my problem isn't big enough. I need someone to escalate this so I can get a resolution. REDDIT UNITE. Edit: I have some chat logs and a recording, if anyone is interested. Just need to edit information out of them.
