[Connectivity] Netflix + SmokePing

Hello All, I'm not sure if I'm going in the right direction. I've been having poor service for some months now. Almost a year. In my mind I was like it must be neighborhood congestion. There would be packet loss and high latency from 5pm ~ Midnight. So, I decided let me run a SmokePing and see what it shows. As soon as I turn on Netflix the latency would go up. I've adjusted Netflix to "LOW"setting to see if this would have effect. No change.
