[Speed] Comcast speed issue in my neighborhood

I've been having Comcast speed problems for several years. It's gotten really bad recently and I finally got around to putting in a call to Comcast. I had the Comcast tech out yesterday and he was very competent. He checked levels (+10 dBmV, 37 db SNR), did the mandatory change of a few of last years model of F connectors, etc, etc. He agreed that nothing was wrong in my house. The "Sam Knows" data has been very helpful. I printed out a whole package of graphs which I gave to the technician which illustrates consistently poor performance during waking hours and my provisioned 105 Mbps speed only being delivered while I sleep. It shows that my performance was unchanged during a recent few weeks when we were out of town. Apparently his supervisor was aware of the issue for my area, but hadn't told any of the technicians so they wouldn't attribute other issues to "neighborhood lack of capacity." The tech said that recent speed upgrades and X1 deployments have made the issue only worse. It appears that Comcast isn't being proactive in finding these types of problems and resolving them in my area. I would think that their network management system should show them exactly what I am seeing. I'm not expecting much quick action, but I hope Comcast surprises me. The FCC has a new consumer complaint page, that I figure will likely be my next step in a few weeks.
