Comcast refuses to address the issue at my residence...

At my wits end - every night around 6:00 pm until the next morning I get non-stop packet loss, high latency, and line quality issues. I have had 5 tech visits (one of which has been blown off), and no one has given me any communcation on a fix. What the F is wrong with this company?! see smokeping: http://www.dslreports.com/smokeping?target=107c07187322976286beb1a91ad8deb1.Kansas If I run a pathping during peak hours I am getting around 5-10% packet loss. Any advice? Am I just screwed here?
