[Connectivity] Cable modem rebooting

I recently moved to a new house and having troubles with my cable modem rebooting. I have no idea how many times per day, but it happens at least a few times while I'm actively browsing--or using RDP to do some work from home. It's slightly better if I have no splitter on the line, but still happens enough for me to notice it. To answer the obligatory questions: 1) Hillsdale, MI 2) Above 3) Intermittent 4) Moto SB6121. Same happened with the Cisco modem that I still have from Comcast. 5) WZR-HP-AG300N connected directly to cable modem, Meraki MR12 behind it. 6) No firewall. Without the splitter my signal is slightly better. The downstreams are all at 0dBmV and upstream around 45dBmV. I haven't caught the upstream being over 50 without the splitter but I have seen it at 51dBmV with the splitter. I've followed the wire from the pole. Looks like it comes from a tap with 4 outlets to another pole, through some trees to my house, then runs down to a splice screwed into the house. The other side of the splice is a cable that runs along the side of my house, into my basement, through my floor, into either the splitter or the cable modem. I'm open for ideas. I tried chatting with Comcast and he blamed it on my account not having a username tied to it, said I wasn't fully activated or something ridiculous.
