[Install] Scheduled for a self-install. No connection to tap yet

I'm scheduled for a self-install today. I was expecting to at least get a wall garden config file this morning in my modem. But the modem is not even syncing up. I called comcast and I was told that someone would come out here to connect something outside the building. Which I assume is the tap. I live in a building and I was under the assumption we were all automatically connected to the tap. I guess I was wrong. Now I'm worried that the tap box is inside the building. The building closes after 5pm. There's no public access to it after 5pm. In the case of AT&T the installers needed access to a room in the building which only the manager has keys to. Am I going to run into the same problem with comcast? I'd like to get internet today as I have scheduled my account termination with AT&T today. This is not the first time I've got cable from comcast at this premise. The last time (over 2 years ago) when I called to have them provisioned the modem, the modem had already synced up and had received a wall garden config file. I'm ruling out a wiring problem in my apartment. I'm also ruling out a modem problem (SB6120) since I can log in to it via browser. The only signal readings I'm getting are frequency (900mhz), SNR (ranging 5db to 8db), power level (ranging -48dBmV to -52dBmV). The other tables are unpopulated (upstream, etc). What are my options? I don't even see a tech ticket or anything in my account indicating that a technician would be sent out.
