[Signals] Could a dodgy surge protector affect SNR ?

Undoubtedly this is a weird/stupid question but ... could a dodgy/malfunctioning-ish surge protector cause signal problems especially SNR ? For about the past 5 weeks, my Arris 760a modem's downstream SNR has been in the 34.xx range (formerly 37.xx) which I attributed to arctic temps but it's considerably warmer now. Just discovered some moisture got in to one of the plugs on my surge protector which appears to be from a while ago :-(. My Vonage VDV-21 adapter feels quite hot on the bottom. I live in a nice but 1960s home with only 2 electrical outlets per room so without a surge protector, I can't plug everything into one outlet, lol. Also - my leased modem is DOCSIS 3. Is the upstream channel type listed as Docsis 2 correct ?? Thanks muchly. -- Please support Great Lakes Bengal Rescue, a 501c3 charity.
